Senator Clouse Proposes Constitutional Amendment at Legislative Hearing

District 37 State Senator Stan Clouse of Kearney brought LR312CA before the legislature’s Urban Affairs Committee on Tuesday. 

The intent of LR312CA is to allow municipalities to have more flexibility with tax increment financing (TIF) by allowing local decisions on development needs without arbitrary barriers by removing the outdated blight standard and mirroring many of our neighboring states. Additionally, it allows more time for repayment for new residential TIF to allow for ongoing opportunities to creatively address the housing crisis in Nebraska.
